Inclusionary Zoning Updates Information Session

Inclusionary Zoning is a policy tool that requires affordable housing in new residential developments located near public transit. In November 2021, Toronto City Council approved a policy that required new developments in certain protected major transit station areas to include 5-10% affordable housing for 99 years. This amount was supposed to gradually increase to 8–22% by 2030. The rules would take effect after September 18, 2022, or once the Province approved the designated protected major transit areas.

On May 12, 2025, the Province released a new regulation (O. Reg 54/25) which limits Inclusionary Zoning frameworks to requiring up to 5% of a building’s residential space to be affordable housing, and for 25 years.
