Woodbine Secondary Plan Study & Transportation Master Plan for 555 Rexdale Boulevard

The City of Toronto is advancing a mixed-use Transit-Oriented Community at the future Woodbine GO Station located within the southeast quadrant of the lands at 555 Rexdale Boulevard. For this, the City Planning Division is undertaking a Secondary Plan Study of the area to facilitate and support appropriate residential and non-residential growth.

A Transportation Master Plan (TMP) is also being undertaken by the City together with the landowner, Woodbine Entertainment Group (WEG), to inform the Secondary Plan Study and related policy development.

The TMP will identify transportation programs, policies and new and modified multi-modal mobility infrastructure that will support new development within the Secondary Plan Study Area in the context of other existing, planned and potential development on the Woodbine Lands and broader City-wider travel needs.

The TMP is being conducted to satisfy Phases 1 and 2 requirements of the Municipal Class Environmental Assessment (Class EA) (February 2024) process and is following modified Approach #2 for Master Plans. WEG and the City are co-proponents on the EA components of the TMP for projects within the Woodbine Lands (555 Rexdale Boulevard). The TMP and Class EA process will proceed in parallel to the Secondary Plan process and will provide opportunities for public input at key stages of the process and involves the identification of problems and opportunities, developing and evaluating alternative solutions and selecting the preferred alternative solution.
