The City of Toronto is reviewing the North York Centre Secondary Plan to refresh the vision and planning policies that guide growth and investment in the community. On March 26, 2026, City Council endorsed the Recommended Option for updating the North York Centre Secondary Plan and supporting Community Services and Facilities Strategy, with amendments (PH28.6).
As directed by City council, we are inviting local school parent councils, along with students, parents, caregivers and school officials, to share their thoughts on the Potential Cycling Routes map below. Your feedback will shape future cycling improvements to promote safe travel to schools and inform updates to the North York Centre Secondary Plan and Infrastructure Implementation Strategy.
Recommended Option - Potential Cycling Routes
The Recommended Option for North York Centre was informed by technical analysis and community engagement throughout Phase 1 and 2 of the project. Through that work, a Visioning Framework was developed to help shape and evaluate options for how to manage growth and change in North York Centre. The Visioning Framework for North York Centre includes five guiding principles:
- Build a Complete Community
- Reinforce the Centre as a Vibrant Hub for Work, Arts, and Culture
- Green the Centre
- Build Connectivity
- Design Places for People
For Build Connectivity, we heard from the community members about the importance of pedestrian safety, better crossings, and improved cycling infrastructure. The need for better cycling infrastructure near transit hubs and schools was also highlighted, with suggestions for bike share stations and safer routes for people cycling.
The Recommended Option proposes cycling routes (i.e. potential cycling routes) along east-west and north-south streets, taking into account the City’s Cycling Network Plan (i.e. planned cycling routes) to help make travel by bike safer and more inviting through the neighbourhood. The planned and potential cycling routes for North York at the Centre include:
Potential Cycling Routes:
- Cameron Avenue/Florence Avenue/Avondale Avenue
- Bogert Avenue/Harlandale Avenue
- North York Boulevard/ Elmwood Avenue/Hillcrest Avenue
- Park Home Avenue/Empress Avenue
Betty Ann Drive/Ellerslie Avenue/Norton Avenue/McKee Avenue- Churchill Avenue/Church Avenue
- Lorraine Drive/Kempford Boulevard/Byng Avenue
