The City of Toronto is developing the Bluffer’s Park Action Plan to guide the long-term renewal of this signature waterfront destination in Scarborough. The Action Plan will identify priority improvements to enhance the park’s visitor experience, with a focus on environmental and physical upgrades.

Participate in the virtual mapping activity and answer questions about proposed park elements to share your experiences and help shape the action plan.

The mapping activity is open for feedback until November 1, 2026.

Community members and representatives of local community groups living or working within a 5 km radius of Bluffer’s Park are invited to apply to join the Community Working Group (CWG) for the project.

The Community Working Group will be selected from applicants by a modified civic lottery process which is designed to create a representative citizen advisory group. This group will meet 4 times in Winter 2027 to provide guidance to the project team. More information is available through the application form.
